Appearance:
Charles is a serious man, and his face is marked by his years of worry and struggle. The top of his head is entirely bald, and his eyes are a stone green-grey color. He carries himself in a dignified manner, despite the fact that he is confined to a wheelchair. He is well toned, and in shape, as if he has been undeterred by age or disability from pursuing peak health and wellness.
He wears finely tailored suits, in academic neutral hues. He does not spare any detail, from the leather dress shoes to the Windsor knot fastened necktie, he looks like a man to be taken seriously. He is clearly a tall man, though he does not have the ability to stand.
Personality:
Charles Xavier is a kind and gentle man, with a serious demeanor about him. He considers those around him to be his responsibility, so much so that he earned a nickname: the Good Shepherd. His caring nature is evidenced by his willingness to listen to any problems people have, and offer his help where he can. He has much wisdom to draw upon, and usually has good advice to give.
He is a sophisticated intellectual who values the pursuit of knowledge. His desire to learn, coupled with his innate intelligence and telepathic abilities have lead to him mastering a number of subjects, from science to philosophy. His academic status is something for which he has gained some degree of fame. He is highly regarded as a true genius.
Xavier is driven by his desire to live in a world of peace. It causes him great pain to see the evil that men do, and the terrible cost of hate and fear. He has dedicated his life to saving those who would hate and fear him, even from themselves if the need arose. Especially from themselves, ultimately. He acts with compassion and treats people with respect and dignity, even when they refuse to offer him the same treatment. He has some manipulative tendencies that arise from the sentiment that he must succeed at his goals. He fears that the cause of peace might cost more than a just man would like to pay, but he knows he has to be willing to pay the price if his dream is to come true in his lifetime. And he believes it must, for the future of humanity.

Skills and Abilities:
Charles Xavier is an Omega-level Mutant, and is the most powerful telepath on Earth. His abilities have been honed and mastered over years of discipline and practice. He has been able to amplify his abilities with a device called Cerebro.
Telepathy- Charles is able to read minds and project his own thoughts into the minds of others with great ease. His telepathic communication range extends out into a two-hundred and fifty mile radius from his own mind. He can increase this range by making of use of Cerebro, a device he designed to amplify his telepathic abilities. He can connect to every mind on the planet when using Cerebro.
Applications-
Charles can use his telepathic power to generate a wide variety of effects ranging from illusions to creating shields of psionic energy. He can cloak his presence from detection by others, excluding telepaths of equal or superior potency. He can also cloak others in his immediate vicinity as well. The effect is that the senses of those they are hidden from are essentially over-ridden by the Professor's psychic energy. Similar to his illusion ability and cloaking ability, he can create a disguise for himself or others to mask their identities. As well as hide from the detection of others, he himself possesses the ability to detect the presence of others, especially super-humans and mutants.
He can also use his abilities in a control capacity. He can alter the mind's perception of time, so as to make it seem that time has stopped, as well as insert his own consciousness into that of another human being. Additionally, he can alter the minds of others, fundamentally changing their personality and behavior, as well as to suppress or erase memories.
His more exotic applications of this power include the projection of psionic energy as force bolts, that have no physically observable effects, but can cause pain, unconsciousness and even death in victims of such assaults. Charles also has the power to generate psionic shields that protect himself and his allies from the psychic assaults of other telepaths. And most exotic of all is his ability to project himself into the Astral Plane. He can create ectoplasmic objects whilst he travels in the Astral Plane.
Limits-
Charles requires complete concentration for the vast majority of his abilities to be put to use, especially the more potent ones. While in the Astral Plane his physical body is empty, and vulnerable to being destroyed by those who would have the will to do so. There are materials known to interfere with his psychic energies, and thus they neutralize his abilities. Such materials could be fashioned into armors against the powers of telepaths. The greatest limitation to any telepath is the influence of another telepath who can engage in a battle of wills and mental fortitude with the first one. Psychic duels often result in one breaking the mind of the other, except in the case of merciful winners.
History:
Charles was born the son of a wealthy nuclear researcher, Dr. Brian Xavier and his wife Sharon. While in his mother's womb, Charles manifested his psionic gifts. He recognized his twin as an evil presence, and instinctively acted to bring about a miscarriage of the fetus using his psychic powers. Charles was very young when his father died in an accident, and his mother married a colleague of Dr. Xavier's, a man named Dr. Kurt Marko. Marko had a son named Cain, and they came to live in the Xaviers' ancestral mansion in Westchester county. Marko showed an attitude of favoritism to Charles, to the detriment of Cain. In anger, Cain began to bully Charles. Dr. Marko responded to his son's behavior by beating the boy, and Cain grew more angry and discontented with his family situation. Sharon was not oblivious to all of this, and she had no love for Kurt Marko. Her marriage to the man was done in the interests of Charles, believing that it was best that he have a father figure. Meanwhile, Charles was developing his telepathic powers, eventually learning to control them. Due to the energies his mind emanated, he went prematurely bald.
With his powers, Charles learned that Marko was motivated to marry his mother by nothing more than a desire for the family fortune. Kurt had long been jealous of the wealth and privilege that Dr. Xavier had possessed, and had taken the opportunity to get it for himself. He was a neglectful husband, and abusive toward Sharon and Cain alike. She turned to acohol to cope with the pain, and Charles created an empathic link with her to share in her suffering. He even developed a similar link to Cain's mind, which served to infuriate the troubled youth further against Charles. Sharon died not long after these events, and left Charles with no one but his stepfather and the abusive Cain. Later, Cain called the old man out, and the subsequent clash between the two resulted in an explosion in his lab. Dr. Marko died after saving the boys, his last words begging for forgiveness. He had not done the right thing when Dr. Xavier died; he had the power to save the man and did nothing. He told Charles to keep his powers a secret from Cain. Unfortunately, Cain overheard this and decided that Charles had been deliberately invading his mind. From that point to the present, Cain has considered Charles to be his number one enemy.
Charles went on to study at Oxford in England, and there he met Moira Kinross. He fell in love with her, and they would often have lengthy discussions on genetic mutation. Romance blossomed, with the help of a professor at Oxford, who was actually Nathaniel Essex, alias Mister Sinister. Meanwhile, Cain remained at the mansion, and grew ever more resentful toward his step-brother. The two got into a fight, and Xavier resoundly defeated his former tormentor. Charles had also proposed to Moira, and they were set on marrying after school. Unfortunately, it was not meant to be. He was drafted, and sent to war in Asia, during the war in Korea. Charles and Cain ended up serving together, and Marko decided to desert. Charles tracked him down, to try to convince him to remain in the service. What he accomplished was witnessing his stepbrother transform under the influence of the mystical Ruby of Cyttorak into the being known as the Juggernaut. An enemy attack caused the temple of Cyttorak to cave in, burying Marko beneath the rubble. Xavier managed to escape and rejoined his unit. There he served alongside Carmen Pryde, in search and rescue missions. This work earned him a nickname: The Good Shepherd. Charles departed from the Army shortly after inheriting his family's wealth and losing his fiance. He began a life as a traveller of the world, and soon learned that Moira had wed a man named Joseph McTaggert.
In Cairo, he encountered a girl named Ororo Munroe. She was a pickpocket in the employ of one Amahl Farouk, also known as the Shadow King. The Shadow King was an evil mutant who could bring the evil out in a victim by use of his mutant abilities. He battled the Shadow King and trapped Farouk in the Astral Plane. This incident was the turning point for him. He decided he had the responsibility to protect mutants and humans alike from evil mutants and humans who would harm either or both. He believed that mutants and humans could coexist peacefully, and was determined to make that a reality. He left Ororo ignorant of her true nature as a mutant, believing her too young to understand. He departed Egypt and came to Israel next.
There he fell in love with a woman named Gabrielle Haller, who was a patient at a clinic for Holocaust survivors, headed by a man named Daniel Shomron. He woke her from a catatonic state with his abilities, and befriended a fellow drifter named Erik Magnus Lensherr. Lensherr was a volunteer at the clinic, and himself a survivor of the Holocaust. The two debated the possibility of humans being confronted with mutants, all the while Xavier being unaware that Erik was a mutant himself. Xavier took an idealistic view, whereas Magnus was certain that another Holocaust would be the outcome. They revealed themselves as mutants to each other in a battle with the Nazi war criminal Baron von Strucker and several HYDRA operatives in his command. Xavier and Lensherr parted ways, in complete disagreement about the future of humanity and mutants. Charles remained with Gabrielle for a time, but eventually left Israel, unknowingly leaving behind a son.
His life changed greatly when he encountered an alien being in the Himalayas. It called itself Lucifer, and engaged Charles in battle. Charles thwarted the creature's plot to pave the way for an invasion of Earth, and in anger he dropped a stone block on Charles, crippling his legs. He was nursed to health by a nurse named Amelia Voight, in Bombay. He fell in love with her, and it was ultimately revealed that she was also a mutant. There, he began to work on his plans for Cerebro, a device to allow him to seek out mutants all over the world. Initially this caused friction between the couple, but they managed to work through it. Amelia joined him in his dream. Meanwhile, Moira had established a Mutant Research Center on Muir Island. His former lover helped him realize his dream by discussing candidates for a personal mutant strike force- the X-Men. The first he had selected was a young woman named Jean Grey. Charles came to her as a doctor to help her deal with a traumatic experience, and became her teacher. He had by now establshed the Xavier Institute on the grounds of his ancestral mansion.
On the anniversary of Erik Lensherr's liberation, Xavier and Amelia traveled to Auschwitz, Poland to meet with the man. Erik was now naming himself as Magneto, and wearing armor and a helmet designed to shield him from psionic abilities. He declared his intentions to start a war between man and mutant, that he would usher in a new age of mutant supremacy. Charles was horrified, and he warned that Magneto would become what he hated. Magneto rejected these words, and the two parted ways once more. Amelia had herself abandoned Charles by now, believing his dream was utter nonsense. She chose to go into hiding, and claimed that all mutants should do the same.
His first team of X-Men was rapidly assembled in the following months. The team consisted of Jean Grey, Scott Summers, Bobby Drake, Warren Worthington III, and Dr.Hank McCoy. The team clashed with a group of mutants and mutates created by a top secret government project known only as Weapon X. Weapon X was obsessed with turning mutants and mutates into the ultimate weapon, and they had chosen Xavier's team as the perfect test for their creations. The team they had put together was soundly defeated by the X-Men. During this time the Juggernaut made several attempts to kill Charles Xavier, and they were all thwarted by the X-Men. For a time, there has been peace. Charles lost contact with Erik, and has raised many young mutants into great members of the larger society. He is ready and waiting for his old friend to make his move. It has been years, and he knows that Magneto has something planned. And he had no doubt others were moving, as the mutant phenomenon can no longer remain a secret. He wonders if the world is ready to face the reality of mutants.
Sample RP:
Charles Xavier was not one to be late for anything. That he had to be here at all was beyond questioning. This was a reunion with an old friend. One he had left behind so long ago. This was the second reunion he had with Erik Lensherr. The last had been at Auschwitz, and there he had declared himself to be Magneto, the man who would end homo sapiens for the benefit of homo superior. Mutant kind would rule the world, so he said. Evolution could not be denied, and the future was theirs. Charles had to refuse that call. He was out to live another dream. He dreamed of peace. It was a dream worth having. Worth fighting for. It was the dream he knew, and the dream he wanted.
Erik frowned at his old friend over the chess board. He had to wonder if Charles might be trying to surmise what his plan might be. He had faith in the man to have integrity though. It was honor that so long ago held their friendship together. He considered the numbers on his arm and the face of his many tormentors. He had sworn an oath. Never again.
Charles moved his knight, and smiled.
"Checkmate, old friend," Xavier said. Erik looked at the board and nodded.
"So it is."
